Meet the founder

Brianda Freistat

I founded ProPeople Policies as a certified Women’s Business Enterprise and sole practitioner dedicated to putting people at the center of government affairs. My background spans across Big Four consulting, campaigns and elections, and in house under the dome work inside multiple branches of the legislative process.

With more than 15 years of experience in state government, consulting, and advocacy, I focus on education, healthcare, and child protection policy amongst others.  Former example legislative success efforts include multiple bipartisan bills, including easing the child care benefits cliff, creating the initial medical marijuana program, Act 89 transportation funding, and outlawing certain synthetic dangerous street drugs.

In the past three session years as a lobbyist, I’ve helped secure the bipartisan first $500 million down payment to begin closing Pennsylvania’s school district adequacy gap, delivered targeted aid for underfunded districts, and worked across the aisle to ensure the Commonwealth Court’s ruling on school funding translated into long-term bipartisan solutions. Today, I represent more than eight clients committed to the betterment of Pennsylvania, from classrooms to community organizations.

Every client works directly with me — no layers and no distractions, ensuring their priorities aren’t just heard, but acted on.

Personal community work

Penn State Abington Alumni Board

As an active Penn State Alumni, I believe in constantly giving back to the areas that once served us.  As an Alumni Board Member for the Abington Campus, I believe in the strong partnerships our higher education intuitions can bring to both the economy and one's self of economic stability.

Domestic Violence Services of Cumberland and Perry County

Supporting this cause is personal for me.  DVSCP has supported my family in my childhood and has been a pillar of our community since that time in the 1990's.

As a Board Member and the Advocacy Chair to their team, my mission is simple - amplify their services to all who may some day be in need of their help.

Cumberland County Commission for Women

When women gather together with shared purpose, amazing things can happen.

As the Chair of this Commission, our team focuses efforts impacting women the county level,  bringing together neighbors, friends, and coworkers.  Our work has sparked change and support for the next generation of Women in Central PA.

New Cumberland Fire Department

PA Association of Government Relations & Women in Government Relations

My brother and his brothers in arms have served our local community as volunteer firefighters for over 20 years.

To support that network in my own hometown, I help to support fundraising and community impact opportunities for the local stations on a rotating basis.

Harrisburg Regional Chamber & CREDC

PA Association of Government Relations & Women in Government Relations

PA Association of Government Relations & Women in Government Relations

As a small business owner, gathering together with other business owners in the Central Pennsylvanian community is not only impactful for our company, it helps to move the needle forward for the tri-county area.

ProPeople Policies has a proud member of CREDC for three years.

As a registered lobbyist, gathering together with other lobbyists is key in making lasting impact that matters.

As a member of both PGR and WGPR, I remain connected to those who are making strides in their respective policy areas within the Harrisburg Community.
