Meet the founder

Brianda Freistat

I founded ProPeople Policies as a certified Women’s Business Enterprise and sole practitioner dedicated to putting people at the center of government affairs. My background spans across Big Four consulting, campaigns and elections, and in house under the dome work inside multiple branches of the legislative process. 


With more than 15 years of experience in state government, consulting, and advocacy, I focus on education, healthcare, and child protection policy amongst others.  Former example legislative success efforts include multiple bipartisan bills, including easing the child care benefits cliff, creating the initial medical marijuana program, Act 89 transportation funding, and outlawing certain synthetic dangerous street drugs.  


In the past three session years as a lobbyist, I’ve helped secure the bipartisan first $1 billion down payment to begin closing Pennsylvania’s school district adequacy gap, delivered targeted aid for underfunded districts, and worked across the aisle to ensure the Commonwealth Court’s ruling on school funding translated into long-term bipartisan solutions. Today, I represent more than eight clients committed to the betterment of Pennsylvania, from classrooms to community organizations, child advocacy centers, sleep and neurology specialists, and managed care organizations.


Every client works directly with me — no layers and no distractions, ensuring their priorities aren’t just heard, but acted on.


Through experience on boards, commissions and community, I also assist the survivor based community in translating lived experiences into actionable policy.

ProPeople Policies is one of the only advocacy shops in Harrisburg, PA that is also a certified Women Owned Business, holding credentials for WBE partnership in Pennsylvania. 


We take this classification seriously and help to promote other women in the legislative and advocacy process, no matter the party, role or political affiliation. 

Cumberland County Commission for Women

When women gather together with shared purpose, amazing things can happen.   

As the Chair of this Commission, our team focuses efforts impacting women the county level,  bringing together neighbors, friends, and coworkers.  Our work has sparked change and support for the next generation of Women in Central PA.
